| Duties
of the District Panchayat & Rural Development Officer |
District Panchayat
and Rural Development Officer works under the control, supervision
and direction of the District Magistrate and the primary nature
of duties of the District Panchayat and Rural Development Officer
are as follows:
| (a)
Exercise a general supervision over administrative, financial
and other functions of Panchayat Samitis and Gram Panchayats
within the district and issue suitable directions incidental
thereto. |
| (b)
Act as a Nodal Officer for general Supervision and Monitoring
of various National Social Assistance related Programme.

| (c)
Arrange for disbursement of fund to the 3-tier Panchayats
with the approval of the District Magistrate as and when
necessary. |
| (d)
Initiate actions and monitor different matters relating
to appointment of employees of Gram Panchayats and of
Panchayat Samitis against regular vacancies; and act as
Member Secretary of District Level Selection Committee
for recruitment of staff of Panchaayt Raj Institutions. |
| (e)
Assist the District Magistrate and the District Panchayat
Election Officer, subject to directions of the State Election
Commission, in conduct of elections to the 3 tier Panchayats
and constitution of Panchayat bodies. |
| (f)
Monitor such development programmes schemes' at the Panchayat
Samiti and Gram Panchayat level as he may be advised to
monitor by the State Government in the Panchayats and
Rural Development Department, the Commissioner of Panchayat
and Rural Development and the District Magistrate. |
| (g)
Inspection of all Gram Panchayat and Panchayat Samity
within the district. |
| (h)
Conduct or make arrangement for conducting training programmes
for the Panchayat functionaries and officers and staff
having functional linkage with the Panchayats as may be
entrusted by the State Government in the Panchayats and
Rural Development Deptt, Directorate of Panchayats and
Rural Development and the District Magistrates. |

Composition
of District Panchayat
& Rural Development Office
The office of the District Panchayat and Rural Development Officer
is assisted by one Deputy District Panchayat & Rural Development
Officer, one Panchayat Development Officer(HQ) and One Panchayat
Audits and Accounts Officer (HQ), one Assistant Training Co-ordinator
deputed from SRD Cell and One Data Entry Operator, One Panchayat
Clerk and Two Panchayat Peon. The District Magistrate, may, however,
place staff at the DPRDO's disposal in addition to those mentioned
above, as he may deem necessary in the interest of public service.

The main objectives of
Panchayati Raj Institutions as per provision in the Article 40 of
the Constitution of India are to uphold economic development and
social justice.
In order to make effective of the noble ideology, the Government
of India on 15th August 1995 included the National Social Assistance
Programme in the Central Budget for 1995-96 .The National Social
Assistance Programme (NSAP) then comprised of National Old Age Pension
Scheme (NOAPS), National Family Benefit Scheme (NFBS) and National
Maternity Benefit Scheme (NMBS). These programmes are meant for
providing social assistance benefit to the aged, the BPL households
in the case of death of the primary bread earner and for issues
of maternity(upto 2 children) . Subsequently, the National Maternity
Benefit Scheme was renamed as Janani Surakshya Yojona and the implementation
of the scheme was transferred to the Health and Family Welfare department
with effect from 1st April,2001
